03 TDI Ventilation Fan

Great forum with loads of interesting topics. Mine seems to be similar to others, ie wiring & blower, but I can not find an exact reply.
03 TDI The fan works on settings 3 & 4. Nothing on setiings 1 & 2.
The fuse should be 33 according to my book but when I remove the fuse the fan still runs on!! Do others know if 33 is the correct fuse.
Where is the fan located and how do I gain access to it in order to check it.

they are normally at the back of the glove box(fan)and the resistor sits on the ducting to keep it cool but the chances are its burnt half of it out,if the fuse had blown it wouldnt work at all as the faster the fan runs the more current it needs so on flat out it would draw the most current
