Small hole beside the fog lamp

Does anyone notice the small hole beside the fog lamps? What's that for?

That was my guess as well, but seems like they were drilled after the car came off from the factory.....

They might have had the paint scraped off by somebody shoving a screwdriver in that's too big for the hole.
