Lumpy, uneven running at low speed

Hello. Mt 93 2.3 cabrio is very lumpy at low speed, and also when cold will not rev above 200 rpm. Is this a feature of the aging? It has done around 90k.
Also, anyone know where to find the OBD interface on said car? Many thanks.
