Low engine coolant temperature, which coolant to use

Hi, i need some advice as to the normal running temp of my 1996 A4 1.8T. It hardly moves on the scale even after a 30 mile run, although when you turn the ignition off the gauge does drop slightly, i think it may be the thermostat, has anyone had a similar problem? Also the coolant in the system now is blue in colour, according to the haynes manual it should be green (up to june 1996) or from july 1996 it should be red in colour, which one should i use or does it not matter as long as you don't mix the two together, what ratio do you recommend (50-50?) and tap water or distilled. Thanks in antisipation.
