Please help! Why is there such excess preassure within the hydraulic pump that it pushes out the o-rings under these caps? I keep replacing them and they are broken after 2 minutes!

I have tried tightening the caps harder, but then I brake the o-rings.
I read online that someone who had the same problem, only could solve it by replacing the pump, which he thinks suggests that there was an internal problem with his pump that caused excess preassure at some places.
Another owner says the problem is the restriction, or damper, installed into this pipe, and that it should be removed. But others say removing the damper would cause vibrations in the steering wheel.
