Touran Coolant Bottle rusty deposits and not getting up to temperature?

So I have just acquired a Touran and it’s got the standard rusty deposits in the coolant bottle, it’s not over heating, in fact it’s struggling to warm up and heaters aren’t blowing hot air, the car is 180k in and I have no history, I’m going to start by putting a cambelt, water pump and thermostat on and see how I go, anyone else had a similar issue and maybe could point straight to the issue?
