1996 A4 idling fluctuation

Hi,
I have a 1996 Audi A4 with idling fluctuations while at rest and while driving. In cold weather, the car wants to stall unless you apply gas. Acceleration is sluggish at all times. Any suggestions or solutions as to the nature of this problem?

I have the same problem with my car it idles just below 1000 and dips every now and again.
