That was my initial thought, but there doesn't look like anything has been fitted previously underneath the car

Could the electrics be provided originally... for owners to bolt on a bar at a later date?

(No signs of bolt holes/blanked of plugs etc?)

Knowing Audi I doubt it lol when I bought the car it stated in the advert tow bar preparation but couldn't see anything apart from the bumper has a cut out underneath for a tow bar, which is what I thought the preparation meant, no can't see no bungs holes or anything I'll get under again for a proper look this weekend

'Tow bar preparation' sounds to me like it could have a wiring pack installed... for a bolt on bar later etc..

I bought my Avant a year ago and in the book it said TOWBAR PREP, this means that the extra harness is there ready for fitting a towbar. I bought the towbar and genuine electrics from PF Jones, its a westfalia detachable one and can confirm it is all plug and play because of the towbar prep, you just need one line of code changing in vcds to get it all working.
With towbar prep the wiring takes about 20mins to install, the towbar took about 2 hours due to working out how to remove bumper. I have the same unit you have pictured as that came in the kit for the towbar, I suspect its had a towbar in the past and someone has left the electrics in there rather than pay for the code to be changed back. You wont see any sign of a towbar fitted as these cars have been designed to have a very easy installation of towbar into rear chassis legs and in replacement of the crash bar, its a neat design, also grommets come with kit and replace factory grommets.
Lift your spare wheel out and have a look at the left and right of the spare wheel well, you will see 4 patches of painted tape, if these have holes in that's where bolts have gone thru to bolt towbar up and should give evidence of previous installation.
