I'd noticed that the headlamps on my '03 Cabriolet were nothing like as bright as they should be and I assumed they needed replacing. Yesterday though I looked more closely and it's the outer plastic(?) shields that fair into the wings that are extremely cloudy. Can these be replaced separate from the lights themselves?

There are a million remedies, as zollafs link, and t cut , machine mop etc, been there etc etc.
The issue in fact is documented on the forum somewhere, basically you will improve the lamp lenses appearance but the internal part of the lamps reflector is what has deteriorated, not the reflector that you can see through the lense, but the parts of the lamp that you can not see.
There was some guy on here who went into the issue at length, showing the problem part and how he could refurb the innards at a relatively good price, even had a video up of the before and after.
The only option apart from expensive new units was to be lucky in a salvage yard but most other lamps of this era will be in the same state internally unless you find a wreck with recently renewed lamps.
Have a play with the archive search facility, see what you come up with

PS,I decided after cleaning the lense with no real benefit in light projection, that I would just put up with poor dipped beam and stick the front fogs on where suitable
