MMI 3g low bluetooth

I can't get my bluetooth working on mmi 3g low, I get the message 'do you want to turn bt on' and I can turn it on, but the other options are 'greyed out' would I get the option to turn it on if the bt hardware was not installed? or does it point to hardware failure.

I am going to order VCDS, are there any deals about?
