Headlamp washers up but not spraying

Hi, i have a 2009 Alhambra which needed a new headlamp washer pump last year, for MOT. I got a new pump from ebay and it worked fine - for a while.

However, now due for MOT again, and I notice that the headlamp washers are coming up but not spraying. Then I noticed that if I get someone to operate them and I grab the washer at the bumper and pull it out a little further it does spray!

I suspected a faulty pump but just replaced it (ebay again) but no change.
So, could the cheap ebay pump be producing inadequate pressure to get the washers up fully, or would it be more likely that the mechanism is a bit sticky or dirty?

Just wondering if anyone has had a similar issue?
