passat b6 19" wheel fitment

Hi, I'm new to this forum and looking for some advice. I currently have a passat b6 tdi sport 170 on 17s. I'm looking to put 19s on but was after some advice on the best width and offset to use, I'm wanting them to sit just inside the inner arch to be legal. Second question is then which springs are best to use to sit the up in the arch to reduce the gap with out coursing anything to rub.
