Audi b5 heater motor flat spot.

I have a issue with the heater blower I have already changed the brushes still to no avail the motor will spin and work fine then if you turn her off and she stops at a specific spot she won't start again move the fan with your hand just past or behind this point the fan starts.
any ideas..?

check the commutator hasn't got a bit missing.

I can't see anything missing, it's looking like a new fan tbh

To finish off this post- checked the armature fully and the armature has seen. Better day given her a good clean but damage is to much so ordered a new fan unit for £36 not ome but 2year guarantee so got to be done :)
