Spare wheel size

I have just bought a 2011 Passat estate 2.0 tdi 140 bluemotion tech,
It has 235/45/17 alloys however the spare is a steel wheel with a 195/65/16 tyre on it.

is this normal?

As I understand it all the Passat's are delivered with a full size alloy spare.

I think it should be the same size wheel as the others. Mine is when I checked it.

My spare is 215 55 r16 on a steel rim. My normal tyres are 225 45 r18 on alloys. As delivered new.
