Are you brim filling it?
If you are it's probably overflow from the vent when you take a corner and cause the fuel in the neck to move up and outwards.

hmmm, Im not over-filling the tank, it could have been that I was topping up some fuel and it spelt below accidently,
what is the tiny hole? it seems like the rubber has worn off? - should I be worried of it staying like that?

Stinking hot weather this summer. Even without overfilling, you can get some expansion of the fuel and it needs to find somewhere to go. The tiny hole below the filler cap is the vent, which allows air in as fuel is pumped from the tank. Fuel can expand up it as well.

Ohh okay, I thought it was something serious, so its an flow that allows left over oil through.
so hopefully I should not have anything to worry about?
