Did a lot of research when I had turbo problems on my fondly missed 2.5 V6 TDI.

The story was that the actuator adjustment threaded rod is supposed to be set up to the turbo on a flow rig so that you get the correct amount of boost (i.e. VNT position for a given engine speed) for a set actuator vacuum level.

There were dark warnings of potential doom from the pundits. It might have been hogwash, but at the very least I'd do a measure and swap rather than just dive in.

They are hard to set up on the car, the adjustment is very fine and doing it on the car is hit and miss. I take the old one off and set the new one to the same measurement and so far I have had no problems.

I found this VNT TDI turbo: how to adjust actuator & cure boost problems (http://uk-mkivs.net/forums/t/353504.aspx) while hunting around various forums for gen on my A4 AFB problems.
The guy explains setting up the length really well
