You should just be able to get a good re-map done. That should raise you BHP by 25-30 bhp on average.

Is your car the PD model? Reason I ask is that I'm not sure they were around in '99. I think they were only also manufactured in 100, 115, 130 and 150bhp. Maybe not the 90 and 110Bhp. I would check that first.
If thats the case then swapping injectors may not be as simple.
Secondly, if your car is not the PD model and you ar looking at having it re-mapped then do mention it and ask the re-mapper (if that word exists!) what power/torque gains you can expect. Don't expect it to be very similar to the gains you can expect from a 115 model.
With reference to a remap, there's more potential from a PD engine then the equivalent non-PD engine

Your car is not a PD a remap is the best value for money mod , if you want more it starts getting expensive real quickly , turbos off PDs will swap but other stuff is needed to do so as piping is different, turbo alone wont give much if any more power, you need to increase the fueling then use bigger turbo/intercooler to raise charge pressure, kill smoke/keep charge cool. If you go much farther than chip you will probably need an uprated clutch and flywheel.:)

and with all the additional expenditure on top of the car, you would of been able to afford a standard 130 and saved your time on modding.

I wouldn't go off the badges as these can be added/replaced at next to nothing and give a false indication.
Heres a few methods, try them all if you wish.
1) Look in the engine bay and/or under the boot carpet and the engine code should be stamped there. It's a three leter code. Mine is AJM. Crossrefrence that by searching on the forum and it wil tell you the BHP. I'll try and find a link for you.
2)Check the data sticker on the inside of your service manual. It should tell you the output in KW. Mine is 85KW. Again you can cross reference this.
3)Ring your local VW Dealer and give them your VIN, I'm sure they will be happy to help.
EDIT: Found some info for you
I found the below info in another post by Apothus.
100 bhp--74 kilowatt----code ATD;
115 bhp--85 kw---------code AJM;
130 bhp--96 kw---------code ASZ;
150 bhp-110 kw---------code ARL.
Above are PD engines, 90 bhp and 110 bhp were VE engines.
It will be the 110bhp VE engine (which in my opinion is the better engine, as the PD engines have design/engineering issues, and will not last)
The best route is to swap your injector nozzles.
If you have a manual gearbox you will currently run Bosch 0.205 nozzles.
Upgrading these to Fratelli Bosio' PP520's (0.216) or PP764's (0.232) will give an instant safe power increase, without increasing MPG (depending on driving style), but may smoke a little more than standard without lowering the idle fueling with vagcom etc, or increasing the boost pressure.
Only then should you consider a remap or PD130 vnt turbo + remap.
Depending on the orientation of your engine (its a golf so should be ok) you have several options on fitting a larger turbo.
The PD130 vnt 17 turbo + manifold will bolt straight on, but will need a remap to increase the boost over standard.
The PD150 vnt 17 has a titanium spindle amongst other things and is the most desireable upgrade turbo, it wont bolt straight on though, and needs a bit of modding to fit.
You can also use a vnt20 from a 2.5 TDI, for big boost, but this will greatly move the power band up the revs, and give lag.
A more efficient smic or fmic will also help to keep you on the power.
It is well worth ensuring that your car is working properly before adding any power upgrades.
Check the injection timing & cam belt, clean the MAF, ensure temps sensors are reading correctly etc.
Also as mentioned above, when you raise power above 160-170bhp you will need stronger clamping on the clutch, or upgraded clutch.
Much above 250bhp and you will need to upgrade main drivetrain components (gearbox etc).

thanks very much for your help people its really helped me a lot, ive got 1 last question lol ive bin offered a
GARRETT Turbo off a 2002 tdi 130
GT1749VA
GS40381457GZEV110.
will this fit?? could i take the injectors off the same car as well?
many thanks michael
The VNT 17 & manifold should fit, check that the manifold has the same bolt pattern as your car, or that both manifolds have the '3 bolt' turbo/manifold joint. (some vnt15's have integrated manifold)
You will need an adapter for the slightly larger vnt17 'barb' outlet (or PD100 hose etc) & maybe a small extension on the oil line.
The injection systems on the later cars are totally different, and the PD injectors will not fit.

You can get the injector nozzles from www.kermatdi.com (http://www.kermatdi.com) dont bother with the 520`s if your planning a turbo change get the pp764`s changing them is pretty easy but needs done right as you could easily break something.;)
