rev counter needle not working as it should

Hi I have a polo 2001 sdi, the rev needle is not at zero ie pointing to 0. instead it hangs down at 6 oclock. when the engine starts it moves with the revs, but its a false reading.
was thinking of replacing the whole cluster.
if anyon knows of this fault, please advise me. thanks.
