Steering Wheel spokes "peeling"

Hi... first post here, so be nice please? :)

2005 Touran Sport, with 4-spoke steering wheel. I've recently noticed that the matt plastic covering of the steering wheel spokes has peeled in a couple of places revealing a shiny black undercoat.

Can I buy replacement spoke covers, or is it a new wheel?

Why not take it to the dealer and see if they can replace the wheel under warranty?
