I recently bought a 1989 Golf II with the 1.8L/manual. The engine surges almost constantly. I thought it might be spark related, as when I went to test drive it, it was dusk and the previous owner had the hood up checking the problem. In the near dark, I could see a small spark escaping one of the plug wires at the dist cap.
I replaced the wires and plugs, but still have the surging. The cap doesn't appear to be cracked anywhere.
Not sure where to look next. I thought of carb float, but a previous experience with that issue in a different car was that it only surged right after stopping. At idle right after starting it ran fine. My Golf surges in almost all conditions.
Vacuum, fuel delivery? Not sure where to look next.
