Are these lights easy to replace ?

Failed on MOT as those real lights aren't all working.
There's a total of around 13 and only 3 are working. Are they normal bulbs or LEDs or do I need to buy a whole new cluster ?

You might find that those are aftermarket units, don't think the B7 came with LED rears.

I dont know if they are LEDs or normal tiny light bulbs
Do you know if those individual lights are able to be replaced or do i need to change the whole cluster ?

Take the unit out, open it and have a look.

If this is an A6 then the inner clusters on the tailgate are led, the A4 didn’t get them until the B8 and only on Sline spec. Outer clusters should be ordinary bulbs from memory but you should be able to tell by looking closely at them. If it’s the led’s then it a new unit as the are factory sealed.
