Problems with glow plugs on 00 tdi toledo

Hey lads, have a 00 1.9tdi seat toledo and need help, the glow plugs need to be heated 3 times before the engine will start if not it will not start. i brought it to mechanic and he said the plugs are perfect and tested them with no problems....anyone able to help me as to what it could be??

if the plugs are alright check the wiring
maybe get a vag.com scan done see what errors come up

if thats all good check compression
