I dont think you need to remove the entire turbo to clean the vanes. I used a product by Innotec who supply a cleaning kit for i think £35ish.
You will probably need to remove the egr valve to get better access and while its off you could clean that too. With this product you will need to remove the outlet side of the exhaust (cat) and spray this liquid bottle in to the tubo and leave it for an hour to dissolve the soot, also you will need to move the actuator arm up and down during the process to free the vanes.
An hour later you drain the liquid with all the gunk and flush it out with another solution, lastly the 3rd bottle you pour in to the fuel filter.

Put every thing back together and take it for a test drive.

I had limp mode and smoke prior to this and this product seems to have sorted this. Ive also had a specialist minimise the use of the egr through vag com.
Let me know if you need any more info

Heres the link. Also may be worth renewing cat gasket.

what symptoms are you getting. Why do you think your turbo vanes need cleaning?
