    How would I be able to confirm which one is at fault?
    For a few months the fan speed has been intermittent, randomly stopping and randomly starting back up.
    When it works it works fine with no strange noises.

    Would this point to the blower motor Or the resistor/Regulator .?
    (2011 A6 2.0 TDI S-LINE 170Ps CAHA)

    if it works at full tilt with no problems its the resistor.
    there is a thermal fuse fitted to these which would be a common point of failure

    The 4F models does not have the resistor arrangement, they have a PWM controller which determines the motor speed.

    The most common failure is that the brushes in the motor have worn down to the point where the springs are bouncing the brushes, this is why it works intermittantly.

    There could be a possibility that the module has a fault on it.

    This would be seen as a (J126 -Fresh air blower control unit) module fault in the scan, low brushes tend to throw a open circuit motor (V2) fault.

    My VW passat 2006 blower motor only works on speed 4. Changed the blower resistor. It's still the same. When you put the speed on 1, 2, or 3 blower doesn't work, but the blower motor resistor gets really hot and after a while fuse 39 , 40A gets burnout.

    Changed the motor and control panel but problem is still the same. Does anyone have any idea about what would be the issue here?

    You would be better posting in the right forum.
    If the fuse is still blowing with a known good motor fitted the current has to be gettign drawn from else where, my initial thought would be that it could be a poor joint in the loom somewhere.
