fuel pressure regulation P1065

my 2.0TDI 170bhp passat cc shows up fault code P1065 on VCDS. My symptoms are;

- rough idling with a tapping sound under the bonnet
completely fine once moving, quite rough in first gear and reverse too.

- doesnt want to start unless accelorator pedal is pushed while starting with clutch
clutch will push itself out rapidly then, like its stuck

- fuel light came on for a split second while starting once, even though 3/4 tank in it

im thinking it could be faulty high pressure fuel pump or injectors, maybe both?

any help in this matter would be greatly appreciated.

Has any work been done recently to the fuel system? Do you use a good brand of fuel?
