You have your answer, your immobiliser has failed. Rom errors are terminal.

That 16346 error was there before , the cluster has already been to ecu testing for a repair earlier this year to try and cure the central locking not working as Audi main dealer said the cluster was faulty , ecu testing fixed it but I still had no central locking and that error was there but I assumed that I needed to get the keys recoded , the cluster has a lifetime warranty from ecu testing and It will now be collected by them for testing .

Not much you can do till they fix the rom error on your cluster.

Does the car start and then stop after a second? The cluster has nothing to do with the central locking, that is a separate box.

No it just turns over . Audi said that the imobiliser /cluster was stopping comms to the central locking unit

If it was the immobilser the engine would start and stop and you would get a dash warning. There are a few things nagging me, one is the initial code read table of units says there is an engine malfunction but there is no code and there is not code on the convenience system which is the central locking and I don't know of any link between the immobilser and the central locking unless it is something hidden in the CAN BUS messages. If it just cranks over and does not start with no engine codes my first job would be to observe the cranking rpm in measuring blocks. This means cranking the engine over for a good 30 seconds as VCDS drops comms initially and it takes a few seconds to come back so the battery needs to be good to keep up.

I will have to wait till the cluster comes back now but I will put the battery on trickle untill then and see what happens when I get the cluster back

Don’t think an ecu or cluster I’ve ever sent has come back working properly. I normally get one off a scrapper now and if VCDS can’t recode it I get a garage I know with the full dealer gear to guided fault find and replace which recodes it all magically through clouds.

When this sensor goes wrong it usually takes out it's associated fuse which is usually a 5A one.

This fuse always powers other functions as well as the Air Quality sensor.

Have a look in your owners book to see if you can identify the fuse, otherwise check carefully all the 5A fuses.
In fact check all the fuses.

It might just be preventing the car from starting.
