Do you mean the actual limit on allowed speed of the car which you can't exceed (like 200km/h), or the "ping and warning message" at a speed you choose but can ignore (like 110km/h)?

My car has a max of 190 Km/h. I would like to change that to 200 Km/h

Fit tyres with 5% larger diameter / circumference ?

You have to be careful with that value, depending on the ECU. From Ross-Tech: VAG-COM: TDI VAG-COM Info (Adaptation, Channel 18):

"It can only be adjusted downward, and it's one-way! You cannot increase the value, and if you decrease it, you're stuck with it. ... If you do mess with it and your car ends up with a lower top speed than it had before, don't call us, don't e-mail us, and don't complain that we didn't warn you!"

    Hello.

Thanks for the warning. I have just talked with my chip-tuner. He says: No problem, but on your own risk. The risk is blowing the motor. If he can, there is a safe way.

Yes, I'd expect chip tuning to do it quite easily - its a different kind of change.
