Do solar powered battery chargers work through the charger socket

I won't be using my car for two months. Have got one of these solar panels with optional attachment either by croc. clips to the battery or direct to the charger socket. For security, I prefer to feed into the charger.

Are your cigarette sockers sockers permanently live? You might be able to move them to a part of the fuse carrier that is if necessary.
