EGR Light Issues

2005 A4 2L TDI BLB Engine
The EGR light came on a few weeks ago, with loss of power.
No relevant codes set. Took it off and cleaned out the muck. (There is an excellent instruction video on YouTube covering this particular model.) When refitted, the EGR light still came on.
Then went into hospital for a new hip, so out of action for a while and not allowed to drive anyway.
Just got back to trying to sort it out. Flap valve is currently off, so wondering what I can do to check the EGR.
What are the pin connections - where is it fused - does the motor work - how do I check whether it is getting a signal from the ECU?
Anything else to check?
What should be the effect of blanking off the cooler to EGR pipe?
From my understanding (limited!) of how the EGR works, in itself it should not cause loss of power?

Update:
Suspect turbocharger is not working (no ‘whine-down’ when engine switched off) which I guess would account for loss of power.
Also multiple electrical faults on flap valve (these are not new and have not noticeably affected performance in the past.)
One thing I did notice when the flap valve was lying on the bench was that quite a lot of black oil was oozing out of the gasket between the plastic motor compartment and the metal body. Should this compartment be oil- filled?
