So during this little flooding spell we had I hit some water on a road, it wasn't too bad, like probably 6-8 inches deep and I carried on.

Arrived at my destination and left the car for a few hours, on my return my passenger side headlight was out. Looking at the actual headlight it had obvious signs of water droplets on the inside.

So I dried out the headlight and changed the bulb (H9).

It seems the bulb is not the culprit, Vagcom shows nothing obvious, and all the other lights in the cluster are working.

I put a multimeter on the bulb plug and it reads 12v but the light doesn't work.

So what am I missing ? Some new technology wizardry or just stupid owner error.

    Any suggestions ?
    Thanks

Did you, while holding the bulb aloft, turn 3 full circles clockwise and then 4 anticlockwise before installing it.

No, remove it, do that and try again.

You could also try another bulb...
