Hello forum and thanks for your help in the past.

    I have a 2009 A6 2.0 tdi Le Mans

Much has been written about problems with the inlet manifold (swirl) flaps on this engine, and there are lots of kits out there to fix problems with the actuator mechanism and the motor itself.

Most posts relate to the P2015 fault code, much less about P2009 or P2010.

Nothing I have read explains how to find out if the problem lies with the motor (sometimes referred to as the solenoid) or the actuator mechanism. Is there any way to do this or is it simply a matter of refurbing the mechanism (about £70) first, then the motor if that fails to clear the error?

The first thing that I would do it remove the manifold and clean it as the fault maybe down to a flap not opening or closing fully due to dirt build up.

The motor end cap can be removed (there is oil in the cap) to see the cogs, you would be looking for stripped teeth.

Thank you for that Dan. I must admit I was hoping not to have to remove the manifold as I don't have the tools or software to re-prime the fuel lines, only a code reader and lots of spanners! I'll search the forum for advice about inlet manifold removal...

Have a look at the throttle body they get worn over time and there's a simple fix for the problem

have a look at these videos
    https://www.google.com/url?sa=t&sour...elglUfQ_k4mViq

The parts are easy to get from the bay if it is this causing the fault, you can test first with VCDS to see if the motor is moving, if it is not when set to test try pulling the actuator arm towards you if it moves you know this is one of the problems.
