only effective long term solution seems to be a replacement turbo, some folks do the mr muscle thing, I doubt you'd find any garage willing to do a 'clean', likely be too many comebacks to make it worth their bother.

Not hard to DIY if you have some mechanical knowledge. Hardest part is taking it off which is a bit of a pain as it involves undoing what might be tight manifold nuts, releasing the oil feed and DPF / exhaust coupling (loosening their mounting bolts to do so) and a few other bits. Splitting the snail shells (one will be cast as part of your exhaust manifold) away from the centre cartridge is fairly easy by first unclipping the actuator lever and removing the actuator, then it's just unbolt the sections and separate the parts. Clean the exhaust side which is the bit that sticks to within an inch of its life with brake cleaner and an emery cloth. A bit of copper ease on the ring plate edges will keep it moving as long as you clean the recess at the lip of the exhaust shell thoroughly. Reassembly is the reverse process with new exhaust manifold and turbo coupling gaskets and manifold nuts. Loads of how to videos on YT but like you said it's getting someone to do it if you're not mechanically adventurous. Recon turbo is around £250 to £350 and new one around twice that plus the labour and VAT to boot. My original turbo did 103k on my car and has done a further 85k on another car after I cleaned it (I upgraded to a new better Garrett version on offer at £550 and sold the cleaned up one for £300 at the time).

OP: Put a thick glove on, find the bottom of the actuating leaver (dead centre of the turbo) and vigorously work it up and down a couple of dozen times (it only moves a couple of centimetres max). This should dislodge some of the carbon deposits and free it for a little while.
