So I was changing the brake pads yesterday and noticed the plastic surround the shock absorber had split in half and was now showing the metal dust off the rear shock absorber. It's this a fail and require replacing before MOT, or would this be an advisory?

Pretty sure it's an advisory. A leaking shock would be a fail. Either way get it sorted. The part you're referring to is the bump stop and are inexpensive from main dealer.
