    Done a fair few. Very common. You can buy the tools on ebay. £17 .. You a get a slotted 10mm socket 1/4 drive and a 10mm slotted spanner. Takes less than hour unless you get issue with the turbo feed pipe and union. I have set the actuator rod to exact same length as the old unit. Had no problem with this. You should be using diagnostic machines and measured values to set it up correctly though. Oddly enough though i fitted a complete turbocharger which was showing the 299 underboost a few days ago (actuator diaphragm was fine but the vanes were almost seized) to a 2014 model which does not come with any manual afjustments of the actuator rod.

    Are you saying the turbo has to come off to change the actuator then and set up the rod length on the workbench ?

    Thanks for info - got a feeling I'll end up having to do this job on FIL's 2.0L Yeti at some point in the future, I've only had to poke around his engine a bit to diagnose a rattling aircon compressor pulley but sure there'll be more to come!!

    Still wouldn't rule out seized or stiff vnt mechanism. High vacuum draw and no vane movement will put a stress on the turbo diaphragm. OP suggested no rod movement either which is a sure sign of sticky or seized vane mechanism. Trouble is VW will go "You need a new turbo Sir, that'll be a zillion pounds including VAT!"

    Crossed my mind - one way to verify would be to remove actuator and move VNT by hand.
