Power steering noise

Wife came home last night and power steering really noisy when turning steering wheel , no noise with engine running and not turning wheel , fluid level was empty , refilled it and noise stopped but seemed to be a lot of little bubbles in the reservoir, she drove 10 miles ok this morning then the noise returned , fluid level is normal but still lots of bubbles , is the pump knackered or the rack ????????? Golf gti tdi 1.9 asz 2002. Found the problem now it is leaking from the rack , gaiter was full of fluid , new rack !!!!!
