Clearly, your either missing the power supply or the ground at the rear wiper motor. If both were present it would work.

Have you checked for power at the motor connector? Connect a voltmeter across the two outer terminals of the connector and you should have 12V with the ignition on.
The two center terminals on the connector are connected to the washer pump, so one should show 12V when spraying the front window and the other will show 12V when spraying the rear.
Check the voltage to each terminal and figure out which is missing. That might give you a clue about what the problem is. And remember to through over the tailgate latch when testing so the control module thinks the tailgate is closed.

i have now tested the wiring in the boot lid as directed, i am getting 13.30v from the boot lock connector but nothing at all from the wash/wipe connector or the boot light, does this point to the control module

On the VW Golf fuses 41 & 42 are supplied power from the X-relief relay, mounted on the relay carrier behind the dashboard on the drivers side.
You can tell the X-relief relay because it has two terminals that are much larger than the terminals on all the other relays.
If you look at the photo (of a Golf) below, I'm sure the relay X-relief relay is "644".
If you remove the relay and use your voltmeter to probe each terminal of the relay socket, make sure 2 of the terminals show 12V with the ignition on.
If that checks out OK, you could try bypassing the relay to see if that makes the rear wiper work. Use a short length of wire to temporarily link the two large terminals on the socket.
