remove the small pipe and blank the big pipe from just next to the tandem pump and see if the brakes are better. you cant drive like this, just do it stationary, pump pedal, should get a few pumps before it goes hard. now use some pipe and go from the same place direct to the turbo. the actuator should move straight up into max boost position. if it does, then re do the piping to take the egr and asv solonoids out the circuit. so straight from the small pipe coming off the tandem , straight to the n75 and straight down to the turbo. now go for a drive and see if this helps.

i had one the other week, a golf that was underboosting. testing the tandem pump showed it had vacuum, 20 inhg, but would fall and not build up quick enough. stripping the pump showed the inside all scored, so a new pump was fitted. this cured the poor brakes but still underboosted. we then fitted a new n75 valve. this didnt help until it was plumbed in direct without the other 2 valves. re fitting the old n75 this way and it went back to underboost. so it was a combination of a few things that had been wearing out over the years.

Maybe your solenoids were leaking. Found some information on internet that the black/white one way valve can couse underboost too if its broke
