2004 A3 2.0 FSI fuel pump keeps running

Hello,
The fuel pump is running constantly with the ignition off unless you pull fuse 27 (15 amp fuel pump).
I have read the codes and am not sure wether i have 2 seperate faults?
P0091 valve for metering short to ground lower limit reached intermittant.
P2540 low pressure fuel sensor implausible signal Not a plausible signal.
I started looking at the fuel pump problem and found a permanent live and earth outputting from the fuel control module with the ignition off.
I removed the other wires to the fuel control module connector except for the main live and earth wires and the pump still runs with the ignition off.
Does this look like a fuel control module fault and could the pump running constantly bring these codes up?
Also the car wont rev past 3000 rpm then all of a sudden does which I'm presuming is down to the fuel pressure faults?
