seat belts retracting

has anybody experienced seatbelts that retract really slowly in cold weather:confused:

Get some hot soapy water and a cloth. Pull the belt all the way out and let it retract through the wet cloth. Then do the same thing with a dry cloth.

I took mine to the dealership (as I'd just bought it) and this is what they did.
Works fine now.
