Rust on rear left wheelarch

I have noticed that there is rust starting to come through on my rear left wheelarch on my 97 3 door a3, i was wondering if there was a cheap efficient way i could stem the rust, so it doesn't spread further up the wheelarch?

It will have to be mechanically removed (ground back or sand blasted), chemically treated and then filled, primed, sealed (behind in thee under arch area) and painted. It is unusual for this to happen to an 8L so it is probably the legacy of some previous repair work. If it is from the inside out it gets even more complex and any repair other than cutting out the metal and welding in new in only going to last a year at best before it bubbles through again.

Cheers for the help mate, I got it checked out at a bodyshop and they said it was definetly a repair job, think im just gonna leave it ffor a while as its not to bad at the moment
