Seat belt warning / auto door lock

I have a 04 A4 avant, i purchased it second hand, recently i had an MOT done at Audi and they lent me an 09 A4 Avant, i noticed 2 things.

my A4 doesn't have a seatbelt warning light or an auto door lock at 30 MPH, your comments please

Someone with vagcom can code these changes.
Look in the vagcom section for a member in your area.
