Sharan Indicator Relay?

Hello have a 1997 sharan tdi and the rh ind light keeps sticking on solid, i think its the relay but can hear it clicking buts cant find it! how do i get to it??

It is at position 6 on the relay plate under the right hand side of the dash with the number 21 printed on top but that sounds more like a column stalk fault to me.
