golf revs high

hi,
i have a golf mk4 t,
starts fine from cold, if i stop turn the engine off then start again it revs high about 1,500 revs
then after a while it settles down,
but if i turn off then back on it revs high again,
could any give me some clues,

Petrol or diesel, engine size and which year?

i was ment to say it starts fine from cold,

The first thing to do is get a fault code read done, it may show a coolant temperature switch fault.
