what are the green rep power things for and what do they mean?

Under where the rep points are, you will see 3 symbols. One is to report dodgy posts, one is to show whether a user is online, and the middle one is to give rep points. If you feel a person has made a great contribution in their post you can click it and give them rep points, or take them away if it was a particularly unhelpful post. It gives people some indication as to how much they can trust the person who made the post.
