Wipers Packed Up

Hi there,

The front wipers on the wifes 98 passat estate have packed up. They are in the off position which leads me to suspect that its more of an electrical fault than the motor gone. I have chekced the fuse and will be checking for current to the motor next. I guess after that its relays etc but any advice opinions would be appreciated.
