Here i am again asking questions,

Iv got to take off the steering wheel to line it up with the wheels,
how do i take it off without setting the air bag off?

Disconnect the battery -ve first.

You shouldn't do that if the wheel is more than a spline out.
Also, the splines on these Passats are quite coarse.
You should always line up the steering linkages with the steering wheel.
The wheel is set correctly at the factory, in relation to the column shaft and rack. You should only adjust the tie-rods, if the tie-rods are out, and you compensate by adjusting the wheel, you end up with a continually off-centre steering system.

You should only adjust the tie-rods

Agreed! If you do this, your indicators probably won't cancel properly and you will end up with unequal L/R lock.

Someone has probably adjusted the wrong tie-rod whilst setting the tracking [or there is something seriously with your front suspension!].

When the tracking is adjusted, they should set and restrain the steering wheel dead straight before aligning both front wheels. This is usually done optically with lasers nowadays.

I would have the wheel alignment checked by a decent garage before going any further...

Cheers
