pump problem 19tdi

my golf mk4 19tdi fuel pump shut of solinoid has a problem it gets power sometimes and when it has no power it wont start, this only happens when turning on and off with the key runs fine when started can anyone tell me if its feed comes fom the ecu or a relay thanks

depending on the engine code, either pin 120 or 77 on the ecu powers the shut off solonoid directly.
