how to reach under dash relays 96 a4??

I have a 1996 audi a4 2.8 FWD and i was driving on the highway and i was pressing on the gas and all of a sudden my car started decelerating while my foot was still on the pedal. like it was running out of gas (which was not the case cuz i am positive i had gas) ever since than my car will turn over but won't start. I wanted to check my fuel pump relay but i don't understand how to reach it even though i can see the relays under the dash threw the fuse panel on the side. Do I have to take off my whole dash?? or just the bottom part under the steering column? i read that u just take off the part under the steering column but i really don't understand how.
Any help would be greatly appreciated. thanks guys.
