air conditioning --only on fan 1 an 2--cuts out on 3 and 4

hi guys--i have an x reg --which has deemed to not give me air con on fan speeds 3 and 4--its fine on 1 and 2--it did flash a bit once on fan 3 but now doesnt work at all on 3 and 4---any ideas

I think the problem is the overheating fuse series resistor

It is on the side of the fresh air blower unit (passenger side,remove the glove box)
