I have a tight fit getting my 1.4 SE into the garage. Are the wing mirrors retractable manually if you don't have the elecrical option ?

Yes - grip the mirror head and swing in towards the car door.

Or drive in slowly forwards, forcing the wing mirrors back against your garage door frame as you go. Should get them to move back in place perfectly.

Can the electrically retractable option types also be manually folded or would that damage the mechanism?

All the cars I've had with electric door mirrors had a "bump" facility, where if another car hits the mirror head it releases from a catch and swings round.
Now whether its the same action as the non-electric version I don't know, but you normally can disengage an electric mirror head manually and then relock it. However VW's might be different as I'm still learning about them.
